New Customs Regulations in Mexico - Circular to Customers No. 2.

Dear Customer,

We would like to inform you that the Mexican Customs has announced that the "24 Hour Rule" for import cargo yo Mexico will be implemented September 1st 2007.

Customs Authorities in Mexico announced in the Official Gazette the rules regarding this new regulation. According to these rules sea carriers must provide 24 hour in advance of loading into our ship, details of the cargo that is being transported to Mexican ports. This measure has the same securitu purpose as the United States and Canada Advance Manifest.

This regulation will affect shipers and sea carriers to Mexico since Customs will require an accurate and complete cargo declaration. Among the requirements that shippers will have to provide are:

a) Name and complete address of the sipper, of the consignee, and of the person who shall be notifed of the arrival, as states in the bill of lading.
b) Amount of merchandise and measurement unit. If the merchandise is carried in containers, the amount and measurement unit shall also be specified as well for each container.
c) Gross weight or volume of the merchandise. If the merchandise is carried in containers, the gross weight or volume shall be specified as well for each container.
d) Merchandise description, avoiding general description that do not allow proper identification of the nature of the nature of the merchandise; such as: "general cargo", "dry cargo", "chemicals", "perishable items", "bulk merchandise", "bulk minerals".
e) Number, quantity, and dimensions of containers.
f) Seal number(s) for each container.
g) type of Service contracted.
h) In case of dangerous merchandise, state class, division and UN number, as well as a telephone number for emergencies.
